This is the letter received from the Council's Chairman Cllr. Mrs M. Manuel - let's look at what it does not say: It does not dispute my claims that employees lied and those lies were covered up by an employee and a Councillor. Cllr. Manuel knows from the CD that was sent to her that all the claims are valid and backed up by the Council's own documentation. She also knows that Cllr. Prowse attempted to cover up the dishonesty thereby bringing his office of Council Leader into disrepute. To assist in the cover up of council lies can be construed as having "conducted herself in a manner that could reasonably be regarded as bringing her office or authority into disrepute". (Paragraph 5 in the Council's Code of Conduct.) Why is she putting herself in this position?
The lies and the cover up by employees is a matter for the elected Councillors to deal with. There is no need to involve the Ombudsman, the Standards Board or the Council's complaints procedure. As Cllr. Manuel has by this letter associated herself with those lies and the subsequent cover up her name must be added to the appropriate section on THE WEDGE page!

Dear Councillor Manuel,
Thank you for your letter of 23rd. January 2008.
You now have all the evidence to hand from the Councilís own documentation to deal with the employees who lied and the one responsible for the cover up. Taking no action would make you party to the dishonesty within the North Devon District Council thus bringing your office as Council Chairman into disrepute. A complaint to the Standards Board must follow.
The responsibility of dealing with the dishonest employees is properly that of the employer, that is the Councillors on behalf of the taxpayers. It is not a matter for the complaints procedure or the Ombudsman!

My reply 1st May 2008:
Dear Councillor Mair, thank you for your letter of 28th January 2008.
I feel I should reiterate that, as stated in my letter of 14th February 2008, "You now have all the evidence to hand from the Councilís own documentation to deal with the employees who lied and the one responsible for the cover up."
Your responsibility as a Councillor, representing the electorate as an employer, is to deal with the dishonest employees within the North Devon District Council.
No matter how many other processes or agencies have been involved this fact remains and failure to act and deal with the guilty parties will result in a complaint to the Standards Board.
Please note that I have requested a read reciept.
